How the 20% rule works in practice
- You apply, and an agent gathers quotes from private carriers.

- If a private carrier will, the quote is compared with the Citizens premium.
- Within 20%? You take the private policy. More than 20% higher? You may stay with Citizens.
The comparison is on premium, not on how much you like the carrier. Being unhappy with a private insurer is not grounds for eligibility.
Depopulation — being moved without applying anywhere
Private carriers periodically make takeout offers to assume blocks of Citizens policies. If an offer meets the threshold, your policy moves. You are notified, not asked, and the first many people hear of it is a letter from a company they have never dealt with.
Do not ignore it. Compare the offered premium and the deductibles — takeout offers can match on headline price while carrying a higher hurricane deductible, which only shows up when you claim. Check the assuming carrier’s financial strength rating, and confirm your wind mitigation credits carry across. They usually do, but the report has to be on file with the new carrier.
Roof rules — the one place Citizens is clearer than everyone else
Citizens publishes caps of 25 years† for shingle and 50 years† for tile or metal. That transparency is unusual — private carriers commonly tighten from 15 to 20 years through inspections and internal guidelines they do not publish.

Reducing what you pay, whoever writes the policy
Wind mitigation credits apply at Citizens as they do at private carriers, and they are the largest lever most homeowners have — worth 20–30% of the total premium†. Credits must be documented on the inspection form to be applied; an undocumented hip roof earns nothing.
Before you assume you are stuck
- Get the wind mitigation done first. It can change the private quotes enough to alter eligibility entirely.
- Fix the small 4-point findings. A missing GFCI or a minor leak can be the difference between a decline and an offer.
- Ask what specifically caused a decline. “Underwriting” is not an answer; the actual finding usually is fixable.
- Re-shop after any repair. Eligibility is assessed on the quotes in front of you, and those change.
